Overview

Hugo is an online car insurance agency, run by Popular Lab Co. of West Hollywood, California, that sells liability insurance with unusually flexible payments. Its Hugo Basic plan is a standard six-month liability policy, but instead of a down payment and fixed monthly bills, drivers prepay as little as three days, then top up their Hugo account daily, weekly or monthly, or turn on automatic reloads. Hugo deducts a daily rate while coverage is active. The company describes the product as pay-at-your-pace insurance.

Hugo is not an insurance company and does not appear in NAIC's rankings. In most states it acts as the agent and places policies with partner insurers: First Acceptance Insurance Company, Bristol West (added in Texas and Florida in August 2026) and Hugo Insurance Exchange, a reciprocal insurer Hugo created. Your bind documents name the insurer.

Hugo is still selling. As of October 2026 its website map shows coverage available in 19 states: Alabama, Arizona, Arkansas, California, Colorado, Florida, Georgia, Illinois, Indiana, Kentucky, Louisiana, Mississippi, Missouri, Ohio, Pennsylvania, South Carolina, Tennessee, Texas and Virginia. Michigan, North Carolina, Oklahoma and Wisconsin are marked as in progress, and Hugo holds agency licenses in nearly every state.

History

Hugo launched as a pay-as-you-go liability insurer that let drivers buy coverage in blocks of 3, 7, 14 or 30 days and manage it by web app or text message. In May 2021 it partnered with SafeAuto to offer that product in Illinois and California; David Bergendahl was named as CEO at the time, and Hugo's About page still lists David as CEO.

The model has since moved from short blocks of coverage toward continuous six-month policies with flexible payments, which avoids gaps that can trigger state penalties for a lapse in coverage. In 2024 Hugo founded Hugo Insurance Exchange, a policyholder-owned reciprocal insurance exchange managed by Hugo Insurance Services LLC as attorney-in-fact. Policyholders in the exchange pay a subscriber contribution, typically 10% of premium, and a subscribers' advisory committee chaired by former California Department of Insurance general counsel John Finston represents them. Hugo's agent page says its platform is backed by Gen Re.

In June 2026 Hugo and Root announced a partnership that lets Hugo customers get Root full-coverage quotes in the 16 states where Hugo then operated. In August 2026 Bristol West became a carrier partner in Texas and Florida; policies placed there take daily payments at a fixed time each night.

Auto insurance coverage

Hugo sells liability insurance only: bodily injury and property damage liability plus whatever other coverages a state requires as a minimum. Medical coverage and accidental death coverage are optional add-ons. Hugo does not offer collision, comprehensive, roadside assistance, towing or rental coverage, and it does not file SR-22s. Its policies exclude rideshare and food-delivery driving. That makes Hugo a fit only for drivers who can afford to repair or replace their own car; anyone with a car loan or lease will need full coverage, which Hugo refers out to partners such as Root and Bristol West.

Discounts and programs

Hugo does not advertise conventional discounts such as multi-car or safe-driver discounts. Its value is the payment structure:

  • Start with a small prepayment, as few as three or seven days of premium
  • Pay at your own pace or use Auto Reload at no extra cost
  • A warning period and coverage extension give a few extra days to pay when the balance runs low (not in South Carolina)
  • Unused balance can be withdrawn, and the policy can be cancelled online at any time

Fees are spread over time rather than charged up front, and a payment processing charge may apply. Cancelling still means your insurer reports a lapse to the state. Hugo has no native app; members add its web app to their phone's home screen.

Claims

Hugo is the agent, not the claims handler. Members log in, open Help and choose "File a claim" to see the right number. For First Acceptance policies, claims go to 800-779-2103 (Mon.-Fri. 7 a.m.-8 p.m., weekends 8 a.m.-5 p.m. Central) or [email protected]. For Bristol West policies, call 800-274-7865 (Mon.-Fri. 8 a.m.-7 p.m. Eastern) or file online after hours. Other drivers claiming against a Hugo member start from the help icon on withhugo.com.

Ratings and reputation

As an agency, Hugo has no financial strength rating; ratings belong to the insurer on each policy, and no rating for Hugo Insurance Exchange was found. Hugo reports that 89% of about 35,000 Trustpilot reviewers rate it Excellent. It is not ranked by J.D. Power.

Who it suits

Hugo suits drivers with tight or irregular income, gig and hourly workers who are paid weekly, and people who drive an older paid-off car and simply need legal liability coverage without a big upfront bill. It is not a good fit for anyone who needs collision or comprehensive, an SR-22, rideshare or delivery coverage, or the discounts that make standard carriers cheaper for drivers with clean records. See nonstandard auto insurers: who they serve and what to watch for other budget-focused options.

  • Strengths: No traditional down payment; daily, weekly or monthly payments with auto-reload; online signup with proof of insurance in minutes; option to cancel and withdraw the balance anytime.
  • Weaknesses: Liability only, with no physical damage, roadside or rental coverage; no SR-22s; no rideshare or delivery use; claims handled by different partner insurers; no native app or phone support line.
