Allstate vs Progressive
Both sell online and through agents in every state. Allstate leads on satisfaction and pay-per-mile; Progressive on nonstandard drivers and shopping tools.
Verdict
Progressive and Allstate are both publicly traded, both sell in all 50 states and D.C., and both use more than one sales channel. Progressive, the second-largest U.S. auto insurer, wrote $69.01 billion of private passenger auto premium in 2025 (18.57%). It sells direct and through independent agents. Allstate, fourth-largest, wrote $37.67 billion (10.14%) through more than 27,400 exclusive agents, a direct channel and, for its National General brand, independent agents. Each carries an AM Best A+ (Superior) rating: Progressive affirmed May 2026, Allstate September 2026.
Neither leads the J.D. Power tables, but Allstate does better. In the 2026 U.S. Auto Insurance Study Allstate beat the regional average in four of 11 regions, Progressive only in California. In the 2025 claims study Allstate scored 693 (15th of 20) and Progressive 673 (18th). Both were under the 700 average. Allstate's National General brand scored lower still. The product lineups differ. Allstate offers Milewise pay-per-mile, optional Accident Forgiveness and Auto Replacement Protection. Progressive builds in small-claim accident forgiveness, adds Snapshot by app or plug-in, and writes drivers with tickets or a lapse.
Both companies say prices can differ by sales channel, so a single quote from either tells you little. Get quotes from both, and from more than one channel.
Choose Allstate if
- You drive little and want pay-per-mile pricing through Milewise (21 states and D.C. at the end of 2025).
- You want an exclusive local agent who knows Allstate's products in depth.
- You want a newer car if yours is totaled (Auto Replacement Protection) or optional Accident Forgiveness.
- You bundle home and auto and want the renewal guarantee and deductible waiver for a single event.
- You live in New England, where Allstate ranked third in 2026.
Choose Progressive if
- You have tickets, an accident or a coverage lapse. Progressive writes both standard and nonstandard drivers.
- You want accident forgiveness without buying it: claims under $500 won't raise your rate, and after five years most claims won't.
- You prefer to compare options yourself with tools like Name Your Price.
- You want a usage-based program you can run with a plug-in device instead of your phone.
- You want an independent agent who can also quote other companies.

Drivewise and Snapshot both set a personalized rate at renewal, and both can raise it for risky driving (see telematics programs from the major insurers compared).
