Progressive vs USAA
USAA has an A++ rating and top J.D. Power scores for the military community; Progressive is open to all, including drivers with tickets or a lapse.
Verdict
Progressive and USAA both sell auto insurance directly online, by app and by phone, but they serve very different markets. Progressive, a publicly traded company and the second-largest U.S. auto insurer, wrote $69.01 billion of private passenger auto premium in 2025 (18.57%). It also sells through independent agents and writes both standard and nonstandard drivers. USAA, a member-owned reciprocal exchange, wrote $22.96 billion (6.18%), but only for active-duty and reserve members, honorably discharged veterans, certain cadets and the spouses and children of members.
For people who qualify, USAA's credentials are stronger on paper. AM Best affirmed its A++ (Superior) rating in June 2026; Progressive's A+ (Superior) was affirmed in May 2026. USAA isn't rank-eligible in J.D. Power studies, but its published scores beat every ranked insurer in all 11 regions in 2026. It scored 741 in the 2025 claims study, against Progressive's 673 (18th of 20). Progressive wins on access and flexibility. It sells to anyone and accepts drivers with tickets or a lapse. You can buy direct or through an agent, and accident forgiveness for small claims is built in.
Ratings don't set prices, so get quotes from both if you're eligible for USAA.
Choose Progressive if
- You aren't eligible for USAA.
- Your record includes tickets, accidents or a coverage gap. Progressive writes nonstandard business.
- You want an independent agent who can quote several companies.
- You'd rather use a plug-in device than a phone app for usage-based pricing (Snapshot offers both).
- You want built-in small-claim accident forgiveness and extras like the Deductible Savings Bank.
Choose USAA if
- You or a spouse or parent qualifies through military service.
- Claims and service scores matter most. USAA's published J.D. Power scores led every region in 2026.
- You may deploy or move abroad: storage discounts of up to 60%, on-base garaging savings and overseas coverage.
- You want car replacement assistance that pays 20% above actual cash value after a total loss.
- You want a mileage-based option, SafePilot Miles.
