Overview
Mercury Insurance is a publicly traded insurer (NYSE: MCY) built around California drivers. It ranked #15 among U.S. private passenger auto insurers by 2025 direct premiums written according to NAIC market share data, with $3.56 billion in auto premiums and a 0.96% national share. The company describes itself as the leading independent-agency writer of auto and home insurance in California and the fourth-largest private passenger auto insurer in the state overall.
Mercury sells auto insurance in 11 states: Arizona, California, Florida, Georgia, Illinois, Nevada, New Jersey, New York, Oklahoma, Texas and Virginia. It writes home insurance in all of those except Florida, where it sells auto only. Policies are sold through about 8,500 independent agents, and drivers can also start a quote online. The company's website lists its headquarters in Brea, California, with 15 other offices across its states.
History
George Joseph formed Mercury in 1961, and the company says it has insured drivers since 1962. Joseph's idea was to offer affordable coverage to drivers of all risk levels at a time when he felt the industry did not treat all drivers fairly. The parent company, Mercury General Corporation, became publicly traded and grew into one of California's largest auto insurers while expanding into ten other states and adding homeowners, business and mechanical protection insurance. The insurance companies are known collectively as Mercury Casualty Group.
The company's largest recent test came from outside auto insurance. The January 2025 Palisades and Eaton wildfires in Los Angeles County were the costliest catastrophes in Mercury's history, according to AM Best: about $2.2 billion in gross losses, reduced to roughly $380 million after reinsurance, plus about $100.6 million in reinstatement premium. Mercury is pursuing subrogation against Southern California Edison over the Eaton fire, has recorded an estimated $538 million in expected recoveries and sold its Palisades fire subrogation rights for $48 million.
Auto insurance coverage
Mercury writes the standard coverages: liability, collision, comprehensive, uninsured/underinsured motorist and medical coverage. Optional coverages include roadside assistance (with its own 24/7 dispatch number), rideshare coverage for drivers working for app-based services and rental reimbursement. Mercury also sells business auto and mechanical protection coverage separately.
Because most of its premium is in California, Mercury's auto rates there must be approved in advance by the California Department of Insurance under Proposition 103, which also limits the factors insurers can use in pricing. See California car insurance: costs, Prop 103 and the 2025 minimums for how that system works.
Discounts and programs
Mercury's discount list includes multi-policy (auto with home, condo or renters), multi-car, good driver, anti-theft devices, automatic payments, e-signature, pay in full and a payment-history discount for 35 months without late payments or returned payments. Drivers 25 and older who have been claim- and ticket-free for three years and complete a qualifying defensive driving course can earn an additional discount. Families can save with a good student discount for full-time students under 23 and a distant student discount for unmarried students under 23 living more than 100 miles from home without regular access to the car. Discounts vary by state.
Mercury's discount page does not list a behavior-based telematics program. Its usage-based option, Mercury RealDrive, is available only in California and works like a low-mileage discount: drivers report odometer readings and can save up to 20% more depending on annual mileage and coverage.
Claims
Claims can be filed 24 hours a day online or by calling 800-503-3724. Mercury's claims representatives can refer drivers to Mercury-authorized repair shops, a direct repair program whose shops are audited by the company. Repairs done at an authorized shop are guaranteed for paint, bodywork and workmanship for as long as you own the car, and repair status can be tracked online. Drivers can also choose their own shop.
In the J.D. Power 2025 U.S. Auto Claims Satisfaction Study, Mercury scored 701, 12th of 20 insurers and one point above the study average.
Ratings and reputation
In February 2026 AM Best affirmed the Mercury Casualty Group's A (Excellent) financial strength rating and revised its outlook to stable from negative. The negative outlook, assigned after the 2025 wildfires, reflected uncertainty over net losses and reinsurance costs. AM Best noted that Mercury ended 2025 with $2.4 billion in policyholder surplus and a 96.3% combined ratio despite the fires, and that it expanded its catastrophe reinsurance program to $2.14 billion in July 2025.
Customer satisfaction in its home market is below average. In the J.D. Power 2026 U.S. Auto Insurance Study, Mercury scored 596 in California, 10th of 16 insurers and below the regional average of 633.
Who it suits
Mercury suits California drivers who want an independent agent and price-focused coverage, and drivers in its other ten states who want to compare a regional option. Its claims scores are close to the industry average, while its overall satisfaction score in California trails most large competitors. Drivers outside its 11 states, or who want a safe-driving telematics discount, need to look elsewhere.
- Strengths: Large independent agent network in California; lifetime guarantee on repairs at authorized shops; a broad discount list including e-signature and payment-history savings; financial strength rated A (Excellent) with a stable outlook after absorbing the 2025 wildfire losses.
- Weaknesses: Sold in only 11 states, with most business concentrated in California; below-average 2026 J.D. Power satisfaction score in California (596 vs. 633); no behavior-based telematics program, and RealDrive is limited to California; heavy exposure to California catastrophe and regulatory conditions.
