Overview
Shelter Insurance is a policyholder-owned mutual insurance company based in Columbia, Missouri. It ranked #22 among U.S. private passenger auto insurers by 2025 direct premiums written according to NAIC market share data, with $1.59 billion in auto premiums and a 0.43% national share.
Shelter-branded policies are sold by its own network of about 1,400 licensed local agents in 14 states: Arkansas, Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Nebraska, Ohio, Oklahoma and Tennessee. Its AmShield brand, by contrast, is sold through independent agents. The wider Shelter group, which also markets through AmShield Insurance and Haulers Insurance, says it serves customers in 20 states through more than 2,000 agents. Besides auto, Shelter sells home, renters, life, farm, business, motorcycle, RV, boat and umbrella coverage.
History
Shelter's roots go back to 1914, when seven farmers met in the Newcomer School in Brunswick, Missouri, to form a farm club that grew into the Missouri Farmers Association (MFA). The MFA Mutual Insurance Company began operating on January 1, 1946, with seven employees and a $100,000 loan from the association, selling only auto insurance in Missouri. Within seven years it was the largest mutual casualty insurer in the state.
The company added Countryside Casualty for higher-risk drivers in the 1950s and MFA Life in 1959. By the early 1960s it had expanded into Arkansas, Kansas, Nebraska, Illinois, Iowa, Kentucky, Tennessee, Indiana and Oklahoma, and in the 1970s it added Colorado, Mississippi and Louisiana. In 1981 the insurer separated from the Missouri Farmers Association and adopted the Shelter Insurance name and shield logo.
Shelter Reinsurance was formed in 1986. The company passed one million insured autos in 2002, added Ohio as its 15th state in 2016 and launched AmShield Insurance in 2014 to sell through independent agents; AmShield now writes in Arizona and Oregon. A digital brand, Say Insurance, launched in 2016 and was discontinued in 2023. During the COVID-19 pandemic in 2020, Shelter returned 30% of personal auto premiums for April and May. Rockne Corbin is president and CEO, and the company marked its 80th anniversary in 2026.
Auto insurance coverage
Shelter's policy includes bodily injury and property damage liability, and it builds in new car replacement: if a car bought within the past year with fewer than 15,000 miles is totaled, Shelter replaces it with a new one of the same year, make and model.
Optional coverages include collision, comprehensive, medical payments (which includes funeral expenses), personal injury protection where it is required or offered, uninsured/underinsured motorist bodily injury and uninsured motorist property damage. Shelter also offers temporary transportation (rental) coverage, a single loss-of-use payment while your car is repaired, gap insurance for financed cars, and 24/7 roadside assistance that pays up to $100 per incident. Less common add-ons are an accidental death benefit and disability income coverage that pays a weekly amount for up to a year if a car accident leaves you unable to work, where state rules allow it.
Discounts and programs
Shelter's Switch and Save discounts are aimed at new customers moving from another insurer: credits for how long you were with your prior carrier, the liability limits you carried there and proof of continuous coverage. Renewing customers earn a loyalty discount that grows with policy age, and a length-of-ownership discount rewards keeping the same vehicle.
The safe driver discount applies after three years without accidents or violations and can increase after six; Shelter advertises savings of up to 20% for safe drivers, up to 20% for multiple cars and up to 20% for carrying other policies such as home or life. Paying in full can save up to 12%. Other discounts cover good students (renewable through age 24 for unmarried full-time students), passive restraints, accident prevention courses and driver training for household drivers under 21.
Shelter does not list a telematics or usage-based insurance program among its auto discounts. Drivers who want a driving-behavior discount will need to look elsewhere; see telematics programs from the major insurers compared.
Claims
Claims can be reported 24 hours a day at 1-800-SHELTER (800-743-5837), online, through a My Shelter account or in the My Shelter app. Shelter's Quick Estimate option lets you photograph the damage and send the pictures through a text link so an estimate and payment can be issued faster than waiting for an inspection; the traditional appraisal process remains available. Claims documents and photos can be emailed with the claim number in the subject line, and claims mail goes to PO Box 6008, Columbia, MO 65205. Roadside help is available at 855-817-6510.
Ratings and reputation
AM Best rates Shelter Mutual and its property/casualty subsidiaries A (Excellent) for financial strength; Shelter lists the rating as verified in November 2025. In October 2024 AM Best affirmed that rating but downgraded the company's issuer credit rating to "a" from "a+", citing five consecutive years of underwriting losses driven largely by hurricanes and winter storms in states where Shelter is concentrated, while assessing its balance sheet as strongest. Shelter responded with significant rate increases.
Satisfaction scores are a clear strength. Shelter ranked first of 15 insurers in the Central region of the J.D. Power 2026 U.S. Auto Insurance Study with a score of 674, against a regional average of 640, and led the region in trust, people, ease of doing business, product offerings, problem resolution and digital channels. It has topped the Central region nine times (2016, 2018, 2019 and every year from 2021 through 2026). In the Southeast region, Shelter scored 655, slightly below that region's 659 average.
Who it suits
Shelter suits drivers in its 14 core states who want a local agent, value service rankings and can combine auto with home, farm or life coverage for companion-policy discounts. Its built-in new car replacement and optional disability income and accidental death benefits add value for families. Drivers outside the Midwest and South cannot buy Shelter-branded coverage, and those seeking an app-based driving discount will not find one.
- Strengths: First in the J.D. Power Central region nine times, most recently in 2026; new car replacement included in the policy; A (Excellent) AM Best rating; local agents and 24/7 claims reporting.
- Weaknesses: Sold in only 14 states under the Shelter name; no telematics program; five straight years of underwriting losses, as counted by AM Best, led to an October 2024 credit rating downgrade and steep rate increases; below the regional average in the J.D. Power 2026 Southeast ranking.
