Overview
Ocean Harbor Casualty Insurance Company is a small home and auto insurer whose car insurance business is concentrated in Florida. It ranked #81 among U.S. private passenger auto insurers by 2025 direct premiums written according to NAIC market share data, with $218.2 million in auto premium and a 0.06% national market share, reported under the NAIC group name Ocean Harbor Group.
Most Florida drivers never deal with Ocean Harbor directly. Its Florida auto policies are managed by Pearl Holding Group, a managing general agent (MGA) that handles underwriting, customer service and claims, and the policies are sold only through independent agents. Pearl describes the auto product as personal auto insurance "with basic limits", which places Ocean Harbor in the nonstandard and minimum-coverage end of the market rather than among full-service preferred carriers.
The company's own description is broader: it calls itself a home and auto insurer focused on coastal and underserved areas in the Northeast, Southeast, Mid-Atlantic and Gulf states, "where major carriers are reducing their exposure."
History
According to its website, Ocean Harbor Casualty Insurance Company was founded in 1986. It is a member of the Ocean Harbor Insurance Group, which the company says consists of five insurance companies writing mainly homeowners and automobile business, does business in more than a dozen states, writes over $300 million in combined premium and is a top-100 U.S. homeowners writer. The NAIC's 2025 market share report lists four companies in the group: Ocean Harbor Casualty Insurance Company, Safe Harbor Insurance Company, Hawaiian Insurance & Guaranty Company and Great Northwest Insurance Company.
On the property side, the group's business is mainly in Hawaii, Florida, New York, the Midwest and the Pacific Northwest, with smaller books in South Carolina, Texas and Mississippi. The auto business "remains dominated by Florida," with smaller books elsewhere; the company's auto page says auto policies are available only in Florida and California.
Pearl Holding Group, the Florida auto MGA, says it has operated in the state since 1991 and represents two carriers, Ocean Harbor Casualty and Equity Insurance Company, both of which "solely specialize in personal auto insurance with basic limits."
Auto insurance coverage
The policy Pearl and Ocean Harbor describe is built around what Florida law requires plus a short menu of optional protection:
- Personal injury protection (PIP). Pearl's product page notes that Florida law requires it. PIP pays for you, your family members and certain others regardless of fault, at 80% of medical expenses and 60% of lost income, plus replacement household services and a death benefit. Ocean Harbor's FAQ cites a $10,000 minimum. See how PIP works.
- Property damage liability, which Pearl also lists as required under Florida law.
- Bodily injury liability. Covers injuries you cause to others; it excludes undeclared household vehicles, vehicles with fewer than four wheels and injuries to family members.
- Uninsured motorists coverage, which also responds to hit-and-run injuries.
- Collision and comprehensive. Comprehensive excludes certain electronic and sound equipment, radar detectors and customized equipment. Neither applies to rental cars or temporary substitute vehicles.
- 24-hour roadside assistance, listed on Pearl's product page.
There is no published menu of extras such as rental reimbursement, gap coverage, accident forgiveness or new car replacement. The structure suits a driver who wants to meet the legal minimum at the lowest price, and it leaves real gaps for anyone with a financed car or significant assets to protect; see what you give up with the cheapest policy.
NAIC figures support the basic-limits profile: of the group's $218.2 million in 2025 auto premium, about three-quarters was liability and PIP coverage and only about a quarter was physical damage (collision and comprehensive).
Discounts and programs
Neither Ocean Harbor nor Pearl Holding Group publishes a list of auto discounts, and no telematics or usage-based program was found. Pricing is quoted through the independent agent, who is also the best source for any payment-plan options.
Claims
Auto claims are not handled by a central Ocean Harbor call center. The company's claims page routes drivers to the administrator for their state:
- Florida auto claims: Pearl Holding Group, P.O. Box 452799, Sunrise, FL 33345, 954-587-2299 ext. 203. Pearl's claims department also takes documents at [email protected] (fax 954-905-2005).
- California auto claims: AFA Claim Services, P.O. Box 25329, Anaheim, CA 92825, 714-912-2484, [email protected].
- New York claims: Country-Wide Management Services, 40 Wall Street, New York, NY 10005, 212-344-8700.
- Property claims: Ocean Harbor Claims Department, 2549 Barrington Circle, Tallahassee, FL 32308, 855-585-0500.
The company advises reporting a claim as soon as possible after a loss, either through your agent or directly with the claims administrator. No claims app, photo-estimate tool or direct repair network is described.
Ratings and reputation
Ocean Harbor Casualty Insurance Company holds a Financial Stability Rating of A (Exceptional) from Demotech, affirmed on September 14, 2026. Demotech is the rating firm most Florida-domiciled residential insurers rely on.
The company's About page also states that it is "rated B by A.M. Best Company." The site does not date that rating. A B sits in AM Best's "Fair" category, below the A-range ratings that most large auto insurers carry; check the current rating at AM Best before relying on it (see how AM Best ratings work).
J.D. Power's 2026 U.S. Auto Insurance Study (June 2026) did not name Ocean Harbor among its regional leaders; Florida's top-ranked insurer in that study was Florida Farm Bureau. Before buying, Florida drivers can look up the company's complaint record through the NAIC's consumer insurance search or the Florida Department of Financial Services (see how the NAIC complaint index works).
Who it suits
Ocean Harbor is a narrow product: a basic-limits Florida auto policy, sold by independent agents and administered by an MGA. It can make sense for a Florida driver who needs PIP and property damage liability to register a car and wants a local agent to place it. Drivers who want broad optional coverage, digital self-service or a highly rated national carrier will find more elsewhere.
- Strengths: Built for Florida's PIP and property damage requirements; sold through local independent agents who can compare it with other carriers; Demotech rating of A (Exceptional) affirmed in September 2026; regional phone lines for Pearl Holding Group across Florida.
- Weaknesses: Auto sold only in Florida and California; no published discounts or optional extras such as rental or gap coverage; claims handled by third-party administrators rather than the insurer itself; the AM Best rating the company cites is B, in the "Fair" range.
